Summary: Background The proposed work involves the repair, replacement, or refurbishment of the fire alarm and mass notification system for hangars 407 and 421 at the McLaughlin Air National Guard Base in Charleston, West Virginia. This project is initiated by the West Virginia Air National Guard to enhance safety and compliance with fire safety regulations. Work Details The contractor is responsible for the design and construction of a new fire alarm and mass notification system in accordance with NFPA 72 and Unified Facility Criteria (UFC) 3-600-01 and UFC 3-601-02. Key tasks include: 1) Removal of existing fire alarm system components such as pull stations, detectors, horns, strobes, and associated wiring; existing conduit will be reused unless found damaged. 2) Installation of a new fully functional addressable fire alarm system in building 421 while reusing the existing Siemens FA panel from building 407. 3) Removal of all Mass Notification System components and installation of an add-on MNS panel to the existing Siemens FA control panel, compliant with UFC 4-021-01. 4) Ensuring communication between fire alarm control panels in both buildings. 5) Conducting comprehensive system testing per NFPA 72 standards and providing documentation of satisfactory testing to the Base Civil Engineer. Final acceptance depends on successful demonstration of system functionality including alarm initiation, notification, voice communication, and integration with existing systems. Period of Performance The entire work must be completed within 90 days after the issuance of the Notice to Proceed. Place of Performance McLaughlin Air National Guard Base, 1679 Coonskin Drive, Charleston, West Virginia, 25311-5000. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for fire prevention repairs at the same location (W50S9J25CA010), awarded to Mtnt Facility Solutions for $167,981 during 07/17/25–03/11/26. The prior work description indicates multiple fire prevention repairs at 1679 Coonskin Drive, and the current requirement focuses on repair/replacement/refurbishment of the hangar fire alarm and mass notification systems for hangars 407 and 421, which is consistent with continuation of site-specific fire safety system maintenance and upgrades.
