Background

The West Virginia Department of Human Services (WVDoHS) aims to promote a thriving and healthy West Virginia by providing access to critical health care, essential social services, and benefits, particularly for vulnerable populations. The Bureau for Family Assistance (BFA) is responsible for delivering services that help West Virginians overcome barriers to stability and self-sufficiency. This funding announcement is part of the In Home Family Education (IHFE) program, which provides voluntary home visitation services to support families with young children in West Virginia.

Work Details

The IHFE programs focus on increasing protective factors to reduce the likelihood of child abuse and neglect. The services include: 1) Providing information and education on prenatal care, immunizations, early learning, child development, and community resources. 2) Utilizing three research-based service delivery models: Healthy Families Mountain State (HFMS), Maternal and Infant Health Outreach Workers (MIHOW), and Parents as Teachers (PAT). 3) Grantees must conduct community outreach, maintain staff credentials, foster parent leadership, and document activities accurately. 4) Quarterly reporting on demographic tracking, home visits, screenings, assessments, and community outcomes is required.

Period of Performance

The grant period is from July 1, 2026 to June 30, 2027.

Place of Performance

Eligible applicants must serve specific geographic areas in West Virginia: Brooke and Hancock Counties; Monongalia County; Kanawha County; Greenbrier and Pocahontas Counties; Wetzel County.

Bidder Requirements

Eligible applicants include organizations serving the specified counties with funding amounts ranging from $68,000 to $90,000 based on the area served. Cost sharing is not required. Applicants must register as vendors through the West Virginia Vendor Self Service (VSS) Portal and comply with all federal regulations outlined in 2 CFR Part 200.
