Summary: Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the HVAC Replacement project at the White Sulphur Springs National Fish Hatchery (NFH) in West Virginia. The existing HVAC system has been in various modes of failure, and the goal of this contract is to install a new Variable Refrigerant Flow (VRF) heat pump system to ensure efficient heating and cooling for the facility, which includes aquaculture laboratory spaces, an office, and a restroom. Work Details The contractor will be responsible for removing the existing HVAC system, which consists of two outdoor Trane XR units and associated indoor units, and replacing it with a Carrier Variable Refrigerant Flow (VRF) system. The scope of work includes: 1. Complete removal of the existing HVAC system and disposal of all components. 2. Installation of new outdoor units, indoor units, branch selector boxes, refrigerant piping, wall controllers, and all ancillary equipment as per the specifications. 3. Modifying existing electrical wiring for reuse where applicable. 4. Patching all openings from the previous system with like materials. 5. Ensuring installation complies with all federal, state, and local codes and regulations. 6. Providing shop drawings approved by the manufacturer prior to installation. 7. Having a manufacturer's representative review the installed system to verify compliance with approved shop drawings. Period of Performance The contract performance period is from July 13, 2026 to January 29, 2027. Place of Performance The work will be performed at White Sulphur Springs National Fish Hatchery located at 1087 Main St E, White Sulphur Springs, WV 24986. Bidder Requirements This solicitation is a total small business set-aside under SBA guidelines. Bidders must provide performance and payment bonds within specified timeframes based on construction costs: a Payment Bond for costs over $35,000 within 14 days of award; Performance and Payment Bonds for costs over $150,000 within the same timeframe. Bidders must also furnish proof of insurance within five calendar days after receipt of award.
