Background The Army Contracting Command-Redstone Arsenal (ACC-RSA), on behalf of the United States Army Aviation and Missile Command (AMCOM) Logistics Center (ALC) Aviation Field Maintenance (AFM) Program, is releasing this formal Request for Proposal (RFP) W58RGZ-26-R-0008. The AFM Program aims to enhance sustainable unit and equipment readiness by augmenting Army rotary-wing aviation field-level maintenance capabilities and addressing aviation maintenance surge requirements globally. This includes support for aviation field units, Modification Work Order applications, and Reset-like requirements at various locations worldwide, including Aviation Logistic Readiness Centers, Combat Aviation Brigades, Training Centers, Foreign Military Sales, and Light Utility Helicopter units. Work Details The contract encompasses a range of tasks including: 1. Pass-back maintenance support to Combat Aviation Brigades (CABs). 2. Level of Effort (LOE) support to CABs and other units. 3. Installation of aircraft modifications under Modification Work Orders (MWO). 4. Efforts to Reset aircraft to a Fully Mission Capable (FMC) condition. 5. Support for both CONUS and OCONUS operations as detailed in the Performance Work Statement (PWS). The contracts will be hybrid 'C' type contracts consisting of Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), Cost Reimbursable No Fee (CR No Fee), and Firm Fixed Price (FFP). Period of Performance The contract includes a ninety-day transition-in period followed by a one-year base performance period with nine one-year options and an additional six-month option for extension. Place of Performance The work will be performed at various locations inside the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Incumbent Analysis (see Incumbents section for more detail) This solicitation for AFM III East & West (W58RGZ-26-R-0008) appears to have a confirmed incumbent based on multiple prior AFM awards under the same Aviation Field Maintenance Directorate/AMCOM Logistics Center mission. The AFM Program enables sustainable unit and equipment readiness by augmenting Army rotary-wing aviation field-level maintenance capabilities and responding to aviation maintenance surge requirements throughout the world. This includes supporting aviation field units (pass-back maintenance, other Level of Effort (LOE)), Modification Work Order (MWO) applications, and any residual or emerging Reset-like requirements. The AFM requirement includes, but is not limited to, aviation maintenance support at the Aviation Logistic Readiness Centers (LRC-As), Combat Aviation Brigades (CABs) at various Continental United States (CONUS)/Outside Continental United States (OCONUS) sites, Training Centers, Foreign Military Sales (FMS), and Light Utility Helicopter units worldwide. The applicable North American Industry Classification System (NAICS) code for this acquisition is 488190 - Other Support Activities for Air Transportation. The Small Business Size Standard is $40 million in average annual receipts. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. The Government proposes to award two hybrid "C"-type contracts. These will include a ninety-day transition-in period, a one-year base performance period, and nine one-year options, with an additional six-month option for extension (FAR 52.217-8, Option to Extend Services ).
