Background The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole source contract with Wing Inflatable, Inc. for the replacement and installation of sponsons on two small boats belonging to NOAA Ship Nancy Foster. The mission of NOAA includes providing critical environmental monitoring and research services, and this contract aims to ensure the operational readiness of the ship's small boats, which are essential for various marine operations. Work Details The contract scope includes the procurement and installation of sponsons for two small boats: 1. NF-2 (HRN 1718) - 17ft Katanacraft Extreme RIB, manufactured in 2016, with a displacement of 3450 lbs, aluminum hull with foam hybrid sponson, powered by a Yamaha F90XTR Outboard Engine. 2. NF-3 (HRN 1605) - 17ft Northwind Marine Custom RIB, manufactured in 2011, with a displacement of 2800 lbs, aluminum hull with foam hybrid sponson, also powered by a Yamaha F90XTR Outboard Engine. Due to aging conditions of the foam-filled sponsons on both boats, a full replacement is required. The work will cover procurement of both sponsons and any associated materials necessary for installation. Period of Performance Requested start date for procurement is one day after award with delivery no later than November 30, 2026. Installation is requested to start on November 30, 2026, and be completed by January 31, 2027. Place of Performance The work will be performed on NOAA Ship Nancy Foster, homeported in Charleston, SC at the following address: 1050 Register St, North Charleston, SC 29405. Bidder Requirements This opportunity is set aside for Small Business concerns. Bidders must demonstrate capability to meet all requirements outlined in the solicitation. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract with Wing Inflatables, which previously provided replacement sponsons for NOAA Ship Nancy Foster under contract 1333MK25P0162 (award value $19,500; 07/30/25–11/30/25). The prior work involved supplying new replacement sponsons for a Northwind Marine H-RIB on the same vessel, and the current scope similarly requests full replacement of foam hybrid sponsons for two Nancy Foster small boats (NF-2 and NF-3) along with associated materials and installation.
