Background

The Alabama Department of Mental Health (ADMH) is seeking proposals for mental health and substance use systems transformation consulting services. Established by Alabama Acts 1965, ADMH's mission is to provide diagnosis, treatment, rehabilitation, follow-up care, prevention, and research into mental or emotional illnesses. The goal of this contract is to enhance the infrastructure and services related to mental health and substance use in Alabama.

Work Details

The contractor will provide up to 2,750 hours of consultation services focusing on: 1) Developing infrastructure to maximize housing resources; 2) Implementing strategic plans for evidence-based supportive housing; 3) Implementing strategic plans for assertive community treatment; 4) Enhancing entitlements around mental health and substance use services; 5) Improving children’s mental health services; and 6) Developing a substance-use focused 1115 Waiver. The contractor will also work with public mental health and substance abuse providers to develop training and assist with implementation processes. Deliverables include a summary of key research findings and strategies for quality measures and data collection.

Period of Performance

The contract is expected to commence on October 1, 2026, following the proposal acceptance on July 24, 2026.

Place of Performance

Services will be performed in Montgomery, Alabama, with potential outreach to various facilities across the state as needed.

Bidder Requirements

Bidders must have at least ten years of experience working with Medicaid, knowledge of ADMH MHSU (Mental Health Substance Use Division), Alabama Medicaid funding streams, evidence-based practices for supportive housing, and experience working with diverse groups including hospitals and consumer organizations. Vendors must be registered with the Alabama Secretary of State Office and participate in E-Verify.
