Summary (Newest Update)

Background The U.S. Citizenship and Immigration Services (USCIS), Office of Contracting (OCON) is extending the period of performance for task order #70SBUR22F00000114 under the Chief Information Officer—Solutions and Partners 3 (CIO-SP3) Small Business Government-Wide Acquisition Contract (GWAC). This extension is justified, which allows for exceptions to the fair opportunity process. The goal of this contract is to ensure continued operation and maintenance of critical USCIS systems. Work Details The Outcome Based Delivery and Development, Security, and Operations Services (ODOS) III Performance Work Statement (PWS) outlines the following tasks: 1. Provide essential services including resolution and root cause analysis of incident tickets to enable officers to deliver timely adjudications and conduct quality assurance reviews for data integrity in the case management system. 2. Implement enhancements to strengthen vetting capabilities in alignment with Executive Orders, including support for the Fraud Detection and National Security (FDNS) Next Generation initiative, which improves USCIS's ability to investigate potential fraud cases. 3. Increase efficiency by resolving issues related to initiatives supporting executive orders and decrease workload on existing DevOps teams, leading to faster resolutions for ELIS users. Period of Performance The extension will last for an additional three months from June 13, 2026, through September 12, 2026. Place of Performance The work will be performed under the existing task order framework without specified geographic limitations. Bidder Requirements This justification seeks approval for a sole source extension to Softrams, LLC, indicating that they possess unique capabilities necessary for the continuation of services required by USCIS. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on task order #70SBUR22F00000114 under CIO-SP3 Small Business GWAC #75N98122D00001, awarded to Softrams for $24,198,279 (12/13/22–06/12/26). The prior ODOS III work description aligns with the current extension’s focus on outcome-based delivery and devsecops/security operations, including incident resolution/root cause analysis and support for enhancements to vetting capabilities and related executive-order initiatives. The requested JEFO extension of the same task order framework suggests continuity of the same operational and development support activities rather than a new scope.
