Summary: Background The National Institutes of Health (NIH), specifically the Office of the Director, Office of Acquisitions, is issuing this non-competitive combined synopsis/solicitation to acquire a preventative maintenance service agreement for multiple freezers located at Triad, BRC, and Harbor Hospital. The goal of this contract is to ensure the integrity of valuable research samples stored in these freezers by providing necessary maintenance and calibration services. This acquisition is critical for maintaining consistent temperature control and preserving sample integrity for future testing and analysis. Work Details The contractor will perform two preventative maintenance inspections with calibration on all refrigerators and freezers located at the NIH facilities. Specific tasks include: 1. Calibration of temperature display using NIST certified instruments. 2. Inspections of gaskets and door seals. 3. Verification of proper door alignment. 4. Removal of frost/ice build-up around gaskets and doors. 5. Inspection of door latches for operation and proper closure. 6. Verification of alarm systems and battery functionality. 7. Inspection of line cords for frayed wires or degraded insulation. 8. Inspection for loose connections in wiring and door heaters. 9. Inspection of drain pans for leaks or restrictions. 10. Inspection of compressors for amperage draw within manufacturer specifications. 11. Cleaning condenser filters and coils. 12. Providing certificates of calibration and preventive maintenance after each inspection, along with an Equipment Status Report detailing inspection findings. 13. 24/7 emergency service availability, priority scheduling, phone and email support, ISO 9001 documentation, and loaner freezer availability if needed (for an extra fee). Period of Performance Base period from 07/01/2026 to 06/30/2027 with four optional periods extending through 06/30/2031. Place of Performance The services will be performed at NIH facilities located in Baltimore, MD including Triad Building, Harbor Hospital Building, and Biomedical Research Center (BRC). Bidder Requirements The contractor must have access to proprietary parts and test instrumentation for effective repair in case of malfunction. Technicians must be factory-trained by the Original Equipment Manufacturer (OEM) to ensure compliance with technical performance requirements.
