Background

The Maryland State Department of Education (MSDE) is committed to fostering a world-class educational system that equips all students for success in college and careers in the 21st century. MSDE oversees various state and federal programs aimed at meeting the diverse needs of students, educators, and administrators throughout Maryland. The purpose of this contract is to procure facilitators (instructors) to teach online professional learning courses, specifically focusing on the Overview of Special Education.

Work Details

The contractor will serve as a facilitator for the MVPLO online professional learning course titled 'Overview of Special Education.' Responsibilities include teaching the web-delivered course, monitoring and reporting participants’ performance, and maintaining regular communication with participants and MSDE staff. Facilitators must have a minimum of three years of PreK-12 teaching experience in relevant content areas, previous experience in professional learning courses, and satisfactory completion of an MSDE shadowing or co-teaching experience. Additionally, facilitators must demonstrate knowledge in special education laws, IEP processes, evidence-based instructional strategies for students with disabilities, and inclusive classroom practices. The student-to-teacher ratio will not exceed 20:1, with a minimum enrollment requirement of 10 participants to run a course.

Period of Performance

The anticipated term of the contract is from July 1, 2026, to June 30, 2027.

Place of Performance

Work will be conducted remotely but submitted to the Maryland State Department of Education located at Nancy S. Grasmick Building, 200 W. Baltimore Street, Baltimore, Maryland 21201.

Bidder Requirements

Bidders must provide documentation confirming three years of relevant teaching experience, completion of an MSDE assigned shadowing or co-teaching experience, and a current Maryland Advanced Professional Certificate. For those facilitating the Overview of Special Education course specifically, a current Maryland license in special education is required. Bidders must also submit proof of completion for one of several specified online teaching courses recognized by MSDE.
