Decorative Artifacts Conservation Services at Historic Architecture, Conservation, and Engineering (HACE)

Summary (Newest Update)

Background The National Park Service (NPS), specifically the Northeast Region's Historic Architecture, Conservation, and Engineering (HACE) division, is seeking to procure Decorative Artifacts Conservation Services. The mission of the NPS is to preserve unimpaired the cultural resources of the National Park System for the enjoyment, education, and inspiration of current and future generations. This contract aims to support their efforts in conserving historic artifacts across various parks within Region 1. Work Details The contractor will provide technical conservation services including: - Conducting historic artifact conservation. - Executing collection-wide preservation and preventive treatment plans and surveys for parks. - Performing treatment and research on artifacts. - Providing training related to conservation practices. The contractor must employ a professionally trained Conservator with experience in decorative artifacts conservation. Major duties include: - Performing a variety of conservation treatments involving complex technical analysis and testing. - Examining artifacts to determine deterioration causes and selecting appropriate conservation techniques. - Developing treatment proposals in consultation with park curators and senior conservators, providing comprehensive documentation including photographic evidence before, during, and after treatment. - Ensuring compliance with OSHA and NIOSH regulations in laboratory operations. Period of Performance The period of performance is from July 1, 2026, to June 30, 2027. Place of Performance Work will be performed at various National Parks within the Northeast Region, including on-site at parks as well as in a conservation laboratory located at HACE. Bidder Requirements Bidders must meet specific requirements including: - Providing at least three narrative examples of past performance on similar projects with verifiable points of contact. - Submitting a CV or hiring plan for the primary conservator demonstrating qualifications relevant to the project challenges, including a minimum of five years' experience working on significant historic objects. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior HACE Decorative Arts Conservation Services work under contract 140P4325P0071, awarded to CCI Facility Support Services for $90,107 (08/13/25–03/09/26). The scope aligns with the current requirement for decorative artifacts conservation, including treatment and documentation, and appears to be a continuation of the same HACE FY25 decorative arts conservation effort. Additional closely related awards to CCI Construction And Energy Services for Japanese scrolls/paper conservation and objects conservation at HACE further indicate ongoing, similar conservation services performed within the same division and facility.
