Summer Hauling Services for Public Works Department

Background

The Municipality of Anchorage, through its Purchasing Department, is seeking bids for Summer Hauling Services to support the Public Works Department. This contract aims to provide essential hauling services for various materials within the Anchorage Roads and Drainage Service Area (MOA/ARDSA). The goal is to ensure efficient transportation of materials necessary for municipal operations, particularly during the summer months when such services are critical.

Work Details

The contractor will provide hauling services using Side Dump Trailers and End-Dump Trucks equipped with operators. Specific requirements include: - **Side Dump Trailers**: Minimum capacity of 22 to 26 cubic yards, equipped with CB radios, available on call with a 12-hour notice. A minimum of four trucks must be guaranteed. - **End-Dump Trucks**: Minimum capacity of twelve cubic yards, also equipped with operators, with a guarantee of six trucks available. - All equipment must be 1995 or newer and comply with safety standards. The contractor is responsible for scheduling equipment at least 12 hours in advance and may be required to submit an equipment list for inspection within five days after bid opening. - The contractor will be paid based on actual hours worked, with a minimum billing period established for scheduled shifts. Liquidated damages may apply for non-compliance with equipment availability.

Period of Performance

The contract will commence upon execution and continue until May 31, 2027. It includes an option to renew for three additional one-year periods upon mutual consent. All hauling activities are expected to occur from June 1 through October 30 each year, or as needed based on road restrictions.

Place of Performance

All work will be conducted within the Municipality of Anchorage Roads and Drainage Service Area (MOA/ARDSA), specifically excluding the Hillside area east of Birch Road.

Bidder Requirements

Bidders must comply with specific insurance requirements including general liability and workers' compensation insurance. The Municipality of Anchorage must be listed as an additional insured on all policies. Bidders should also ensure that all operators meet State of Alaska licensing requirements and that all equipment used complies with federal and state safety standards.
