Background

The Massachusetts Commission for the Blind (MCB) aims to provide high-quality rehabilitation and social services to nearly 26,000 legally blind residents of the Commonwealth, facilitating integrated employment and full community participation. This Request for Response (RFR) is focused on soliciting proposals for Orientation & Mobility (O & M) services that are state-funded, building upon previous initiatives including federally funded O & M services. The new RFR specifically addresses the need for comprehensive O & M training to assist consumers in adjusting to blindness and developing independent living skills.

Work Details

The contractor will provide itinerant Orientation & Mobility (O & M) training, focusing on safe and independent travel skills in various settings such as home, work, or school. The program will include an initial functional travel assessment followed by tailored O & M instruction based on individual consumer needs and goals. The curriculum must encompass strategies for adjustment to blindness and intensive independent living skills development. Monthly lesson notes and reports detailing individual progress must be submitted, along with additional reports as requested by MCB counselors. Contractors are required to define successful program completion criteria based on their service model. Staffing proposals must demonstrate staff qualifications and experience necessary for effective program delivery.

Period of Performance

The contract is expected to commence on July 1, 2026, and continue until June 30, 2032.
