Summary: Background The United States Army Reserve Command (USARC) oversees all United States Army Reserve units, focusing on staffing, training, management, and deployment. The Yellow Ribbon Reintegration Program (YRRP) is a congressionally mandated initiative aimed at providing information, services, referrals, and proactive outreach programs to Reserve Component Service members and their families throughout the deployment cycle. The goal of this contract is to support a one-time Family Programs (FP) and YRRP Training event in Chicago, Illinois. Work Details The contractor shall provide all necessary facilities, personnel, labor, equipment, supplies, materials, supervision, and other items for the YRRP Event and FP Services as defined in the Performance Work Statement (PWS). Specific tasks include: 1. Provision of lodging for up to 650 attendees and government staff. 2. Arranging meals for attendees during the event. 3. Providing meeting spaces equipped with audio-visual capabilities. 4. Ensuring adequate parking and security measures at the venue. 5. Delivering a conducive learning atmosphere for presentations and training sessions. 6. Supplying necessary amenities such as lighted parking lots, exercise rooms, restaurants or food courts, elevators, ice machines, and 24-hour on-site security. Period of Performance August 12, 2026 to August 17, 2026 Place of Performance Chicago, Illinois Bidder Requirements The contractor must ensure that the venue has a minimum three-diamond rating by AAA and must provide an on-site representative available from the arrival of the advance party until the majority of government staff departs. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract, with Vh-Minneapolis South as the awardee on W911SA21D3006 (value $2,735,949; 08/02/21–07/31/26) for Yellow Ribbon Event Services in Bloomington, MN. The prior work involved providing YRRP event services, including sleeping rooms for participants, and supporting multiple Yellow Ribbon events within the Minneapolis–St. Paul area. The Chicago requirement similarly calls for one-time YRRP Family Programs and event services (lodging, meals, meeting space with AV, parking/security, and training support), suggesting continuity in the type of event support being performed even though the location and specific dates differ.
