Background The contract is issued in support of the Typhoon Sinlaku response efforts by FEMA. A pool of 19 vendors has been established that specialize in emergency preparation, response, and recovery. Each order under the EA BOAs will be competed among these holders to ensure fair pricing based on adequate competition. The market research conducted prior to establishing these agreements identified five qualified vendors capable of meeting FEMA’s emergency acquisition needs, all of which were small businesses.
