Background

The Padre Dam Municipal Water District (Padre Dam or District) is seeking proposals from qualified professional engineering firms to prepare bid documents for the Ray Stoyer Water Reclamation Facility Demolition. This project is part of the District’s Capital Improvement Program for Fiscal Years 2023 - 2027, which allocates funding for the demolition of the existing facility. It will be replaced by a new wastewater treatment and water purification plant as part of the East County Advanced Water Purification Program currently under construction. The existing plant was taken out of service in October 2025, and preliminary cleaning and waste removal have already been completed.

Work Details

The selected firm will be responsible for: - Identifying existing improvements to be demolished; - Assessing materials onsite that require specialized handling or disposal; - Designing site grading for positive drainage and erosion control; - Managing the burial, removal, and/or export of site rubble; - Capping, abandoning, or removing existing utility services; - Maintaining access to portions of the site during construction; and - Providing an as-built plan post-demolition. The project budget is $5.7 million, covering both soft and construction costs. Major tasks include conducting pre-design assessments, preparing detailed construction drawings and specifications, and assisting with bidding processes.

Period of Performance

The contract work is expected to begin immediately upon issuance of a Notice to Proceed, with final deliverables due by November 9, 2026.

The work will take place at the Ray Stoyer Water Reclamation Facility located within the jurisdiction of Padre Dam Municipal Water District.
