Roof Replacement for Sign Storage Building at MDOT SHA District-5 Annapolis Maintenance Shop, Anne Arundel County

Background

The Maryland Department of Transportation State Highway Administration (MDOT SHA) is issuing this Invitation for Bids (IFB) for the roof replacement of the Sign Storage Building at the District-5 Annapolis Maintenance Facility located in Anne Arundel County. The goal of this contract is to procure commercial construction services to ensure compliance with all applicable federal, state, and local regulations.

Work Details

The contractor will be responsible for all labor, specialized equipment, tools, materials, parts, supplies, transportation, supervision, and insurance necessary to remove existing roofing and install a new roofing system, gutters, downspouts, and siding for the sign storage building. Specific tasks include: - Mobilizing and setting up safety protection per OSHA guidelines; - Removing existing roofing down to wood decking; - Installing new 5/8” plywood sheathing; - Applying ice and water shield self-adhering underlayment; - Installing synthetic felt underlayment; - Installing new aluminum vent pipe collars; - Installing new white aluminum drip edge; - Cutting sheathing as required and installing shingles over ridge vent; - Installing starter strip shingles; - Installing Owen Corning Duration architectural shingles; - Painting all roof penetrations to match shingle color; - Installing new soffit, fascia wrap, gutters, and spouts; - Removing existing T-111 siding and replacing it with new plywood and Main Street vinyl siding. The total area covered will be approximately 1,100 sq ft with specific quantities of materials outlined including 31 sheets of plywood sheathing, 60 linear feet of gutters, and 40 linear feet of downspouts.

Period of Performance

The contract duration is sixty (60) days starting from the anticipated contract start date of July 20, 2026. All work must be completed by September 11, 2026.

Place of Performance

The work will be performed at the District-5 Annapolis Maintenance Shop located at 138 Defense Highway, Annapolis, Maryland 21401.

Bidder Requirements

Bidders must be licensed and bonded in the State of Maryland with a minimum of five (5) years of commercial construction experience. They must provide proof of liability insurance before contract award. This procurement is designated as a Small Business Reserve Procurement limited to certified small business vendors. Bidders must also comply with all applicable federal and state laws including those established by MDE, EPA, OSHA among others.
