Background The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, is seeking to award a Firm-Fixed-Price contract for an Annual Service and Maintenance Agreement for a Thermo Electron Orbitrap Fusion Lumos Tribrid Mass Spectrometer. This acquisition aims to ensure the functionality and longevity of critical analytical equipment used by the National Center for Advancing Translational Sciences (NCATS). Work Details The contractor will provide an Annual Service and Maintenance Agreement which includes: 1. One annual preventative maintenance (PM) visit for the Thermo Electron Orbitrap Fusion Lumos ETD and associated components. 2. Coverage includes Field Service Engineer labor, travel, and parts required for Corrective Maintenance visits with a targeted response time of 3 business days. 3. Priority status for technical support inquiries with immediate response time. 4. Discounts on additional Preventive Maintenance, parts, accessories, and consumables during the contract period. 5. Premium subscription to Unity Lab Services Online Knowledge Base. 6. Software and firmware updates in conjunction with scheduled maintenance visits. Period of Performance One base year (12 months) with an additional two option years to begin upon receipt of award. Place of Performance NIH/NCATS, 9800 Medical Center Drive, Rockville, MD 20850. Bidder Requirements Bidders must have access to Thermo Electron service engineers who are specifically trained to perform maintenance on the Thermo Electron Orbitrap Fusion Lumos Tribrid Mass Spectrometer and associated components. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 75N92023P00224, awarded to Thermo Electron North America for an “Orbitrap Fusion Lumos ETD Mass Spectrometer Maintenance Agreement” valued at $243,170 (08/09/23–08/08/26). The current requirement similarly calls for an annual service and maintenance agreement for the Thermo Electron Orbitrap Fusion Lumos Tribrid mass spectrometer, including preventative maintenance visits, corrective maintenance coverage with parts and field service engineer support, and related software/firmware updates. The overlap in instrument model and the maintenance agreement structure suggests the new effort may be a continuation of the same equipment support arrangement.
