NASA/NSSC has a requirement for University of Tartu SeaBird & DALE System Services. NASA/NSSC intends to issue a sole source contract to University of Tartu under the authority of FAR 12.102(a). It has been determined that University of Tartu Ulikooli 18 Tartu Estonia is the sole provider of University of Tartu SeaBird & DALE System Services NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire Commercialitems or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial The NAICS Code for this procurement is 611310. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 6/8/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Background NASA/NSSC has a requirement for University of Tartu SeaBird & DALE System Services. NASA/NSSC intends to issue a sole source contract to University of Tartu, determined to be the sole provider of these services. The contract is aimed at acquiring commercial items or services for the NASA Goddard Space Flight Center (GSFC), which supports the validation of PACE Mission data products. Work Details The contract includes the purchase of University of Tartu SeaBird and DALE System Services, which provide radiometric calibration and characterization services for NASA GSFC field radiometers. Specific tasks include: 1. Absolute radiometric calibration of the DALEC system in the wavelength range from 350 nm to 900 nm at each pixel central wavelength (ISO17025 accredited service). 2. Angular response (irradiance) measurements from -90° to +90° at 5° intervals across 2 azimuthal planes (not ISO 17025-accredited). 3. Polarization sensitivity (radiance) assessments from 0° to 360° rotation angle at 15° intervals for each pixel central wavelength from 350 nm to 950 nm (not ISO 17025-accredited). 4. Thermal characterization at five temperature points: +5, +10, +20, +30, and +40 °C (not ISO 17025-accredited). 5. Straylight distribution function analysis for a matrix of excitation and emission wavelengths corresponding to each detector central wavelength from 350 nm to 950 nm (not ISO 17025-accredited). Additional services include absolute radiometric calibration, angular response hardware service, polarization sensitivity hardware service, thermal characterization hardware service, and straylight distribution function hardware service. Period of Performance NASA will provide a shipping schedule after receipt of order (ARO). Invoicing will occur in four installments: 25% payment on August 31, 2026; 25% payment on December 31, 2026; another 25% payment on March 31, 2027; and the final payment upon conclusion of calibration services. Place of Performance NASA Goddard Space Flight Center (GSFC), located at 8800 Greenbelt Road, Greenbelt, MD 20771.
