Background The Department of Veterans Affairs (VA) is seeking proposals for the replacement or relocation of the Palm Bay Community-Based Outpatient Clinic (CBOC). This initiative is part of the VA's commitment to enhance healthcare services for veterans, ensuring that facilities meet modern standards for physical security and resiliency. The goal of this contract is to implement a comprehensive approach to facility design that incorporates physical security measures and resiliency planning as outlined in the Physical Security and Resiliency Design Manual. Work Details The contractor will be responsible for conducting risk assessments, mission impact assessments, and evaluations of physical security and resiliency requirements for the Palm Bay CBOC project. Key tasks include: 1. Incorporating physical security and resiliency planning into the Facility Master Plan (FMP). 2. Performing risk assessments by qualified specialists to inform necessary utility redundancies for continued operations. 3. Integrating cost-effective risk management strategies from project inception, ensuring compliance with physical security standards despite funding limitations. 4. Utilizing existing VA assessment programs during the planning phase to inform security planning and risk assessment. 5. Ensuring that all design decisions are based on concentric levels of control and protection, following Crime Prevention through Environmental Design (CPTED) principles. 6. Coordinating with other VA documents to ensure compliance with updated physical security requirements, including environmental considerations unique to each site.
