Summary (Newest Update)

Background The United States Coast Guard is seeking quotes from qualified individuals or firms to provide adequate storage for the U.S. Coast Guard Parade Float in New Orleans. The need arises from the commissioning of a new float in March 2024, which cannot be accommodated at the current warehouse space utilized since 2015. The storage facility must be located within fifteen (15) miles of 500 Poydras St, New Orleans, LA 70130. Work Details The contractor will provide covered and secured storage space for the U.S. Coast Guard Parade Float, which has dimensions of 50 feet in length, 10 feet 6 inches in width, and 16 feet in height. The contractor must ensure sufficient space around the float for personnel navigation and trailer access. Specific tasks include: 1. Providing storage as per the specified dimensions. 2. Allowing authorized Coast Guard personnel access to the storage facility with a 24-hour notice during parade season. 3. Facilitating removal and parking of the float with prior notice, requiring a minimum of 48 hours’ notice outside Carnival Season (April to December) and no less than 24 hours’ notice during January/February/March. 4. Providing a designated staging area for float rider onboarding and pre-event preparations. Period of Performance The contract will have a one-year base period from July 1, 2026, to June 30, 2027, with four additional one-year option periods extending through June 30, 2031. Place of Performance New Orleans, LA, specifically within fifteen (15) miles of 500 Poydras St, New Orleans, LA 70130. Bidder Requirements This solicitation is set aside for small businesses only. Contractors must demonstrate past performance relevant to similar contracts. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on contract 70Z02926PNEWO0009, awarded to Blaine Kern Artists for $7,500 (01/01/26–06/30/26) to provide secure storage for a U.S. Coast Guard Mardi Gras float. The current requirement similarly calls for covered and secured storage within 15 miles of 500 Poydras St, with access and removal/staging requirements tied to the Coast Guard parade float operations. The prior work therefore appears to be a continuation of the same type of float storage service in the same New Orleans area.
