Residential Solid Waste Collection and Disposal Services

Background

The Calcasieu Parish Police Jury is seeking proposals from qualified solid waste businesses to provide residential solid waste collection and disposal services in the unincorporated areas of Calcasieu Parish. The goal of this contract is to ensure efficient and effective waste management for residents, while allowing the Parish to adjust service areas as necessary during the contract term.

Work Details

The awarded contractor will be responsible for: 1) Weekly house-to-house collection of unlimited residential household waste using Parish-approved containers; 2) On-demand curbside pickup of white goods, vegetative waste, and bulky items; 3) Special and emergency services as negotiated; 4) Transitioning existing containers within 90 days of contract execution; 5) Providing monthly invoices based on the number of residential units served; 6) Reporting on service metrics including cubic yards hauled and complaints handled. The service area includes Wards Two through Eight, with a total estimated housing unit count of 24,308.

Period of Performance

The contract will be for a five-year term, with an initial house count review at the end of the first year to adjust service rates as necessary.

Place of Performance

Services will be performed in the unincorporated areas of Wards Two through Eight in Calcasieu Parish, Louisiana.

Bidder Requirements

Proposers must possess a valid Louisiana Contractor’s license in either 'Industrial Cleaning & Material Waste Handling' or 'Hazardous Waste Treatment or Removal'. They must also comply with insurance requirements, provide a payment and performance bond equal to 100% of the first-year contract amount, and demonstrate capacity to perform required services including ownership or access to necessary equipment.
