Workforce Pre-Apprenticeship Partner for Three (3) Years with Two (2) One-Year Options

Background

The Chicago Transit Authority (CTA) operates the nation's second-largest public transportation system, providing essential transit services to the City of Chicago and surrounding suburbs. The CTA is committed to maximizing workforce opportunities as part of its infrastructure investments, aiming to address diversity disparities among underrepresented groups in the workforce. This Request for Proposals (RFP) seeks to identify qualified organizations that can serve as Workforce Pre-Apprenticeship Partners for a period of three years with two additional one-year options, focusing on providing training and career pathways in high-demand sectors.

Work Details

The selected Consultant(s) will be responsible for: 1. Identifying, recruiting, preparing, and managing participants from the CTA service area for pre-apprenticeship programs. 2. Delivering comprehensive pre-apprenticeship training in construction trades, including technical training and supportive services. 3. Ensuring services are provided at no cost to participants and include test preparation and introductions to the construction sector. 4. Collaborating with CTA's Diversity Programs department and contractors to recruit individuals qualifying under specific workforce goals such as dislocated workers, Section 3 Workers, and those from Economically Disadvantaged Areas (EDA). 5. Providing barrier reduction services such as childcare and transportation to support participant success.

Period of Performance

The contract will be performed over a three-year period with two optional one-year extensions, starting from the award date.

Place of Performance

Services will be performed within the CTA's service area as defined by the CTA's statutory service area map.

Bidder Requirements

Bidders must demonstrate experience in workforce development, particularly in pre-apprenticeship programs related to construction trades. They must provide evidence of successful candidate placement into apprenticeship programs and have established relationships with trade unions and community organizations. Additionally, bidders must comply with all applicable laws and regulations regarding Disadvantaged Business Enterprises (DBE) requirements.
