Summary (Newest Update)

Background The project involves the fabrication, painting, and delivery of bolted Tainter Gates for Lock and Dam 21 located in Quincy, IL. This initiative is part of the U.S. Army Corps of Engineers' mission to maintain and improve waterway infrastructure. The goal is to ensure the effective operation of the lock and dam system, which is crucial for navigation and flood control in the Mississippi River Basin. Work Details The contract requires the fabrication of three (3) bolted Tainter Gates, which must be delivered by barge to the Lock and Dam 21 site. The gates may be assembled and painted either at the fabricator's shop or at a third-party location, provided that all enclosure requirements specified in the contract are met. The fabrication must adhere to AWS D1.1 standards with no fracture critical members involved. The detailed breakdown of supplies/services includes: - Item 0001: Tainter Gate Fabrication - Quantity: 3 EA - Item 0002: Tainter Gate Delivery - Quantity: 1 JOB - Item 0003: Barge Demurrage - First 30 Days: 30 DY; Over 30 Days: 60 DY. Options for additional gates are also included, with similar specifications for fabrication and delivery. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance The primary place of performance is Lock and Dam 21 in Quincy, IL. Fabrication may occur at the contractor's facility or a third-party location compliant with contract specifications. Bidder Requirements Bidders must provide certifications from the American Institute of Steel Construction (AISC) for all fabrication plants used in this project. Certifications must be current and demonstrate continuous holding for three years or non-continuous holding for five years within the last ten years from the solicitation issue date. Acceptable certifications include: - IBR (Certified Bridge Fabricator - Intermediate) with FCE (Fracture Control Endorsement) - ABR (Certified Bridge Fabricator - Advanced) with FCE - HYD (Certified Hydraulic Fabricator - Standard) with FCEH - HYDA (Certified Hydraulic Fabricator - Advanced). Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award W912EK25C0018, awarded to Sealevel Construction for approximately $17.263M (10/01/25–01/07/29). That prior work involved off-site fabrication and delivery of new submergible Tainter gates for Lock and Dam 21 (about 20 feet high and 64 feet long), with installation performed by the Government. The current requirement similarly focuses on fabrication, painting, and barge delivery of bolted Tainter gates to the same Lock and Dam 21 location, suggesting a continuation or follow-on gate procurement effort.
