Background The Department of Veterans Affairs (VA) is seeking a contractor to provide inspection, testing, and maintenance services for underground and above-ground storage tanks at the Edward Hines Jr. VA Hospital. The goal of this contract is to ensure compliance with federal, state, and local environmental regulations regarding the management of these storage tanks, which are critical for maintaining safe operations within the facility. Work Details The contractor will be responsible for the following tasks: - Conduct inspections, maintenance, testing, and repair services for 19 diesel/unleaded storage tanks located throughout the Hines VA Campus in accordance with 40 CFR Part 280. - Perform inspections during normal work hours (7:00 AM – 3:30 PM, Monday through Friday) and coordinate with VA Engineering for onsite inspections at least one week in advance. - Review historical records of tank performance and maintain Hines Storage Tank Records. - Ensure compliance with regulatory requirements including the Energy Policy Act of 2005 and VHA Directive GEMS 7700. - Provide formalized reports on inspection findings and recommendations for each tank system. - Transmit inspection records to the Office of the Illinois State Fire Marshal (OSFM) to ensure compliance. - Conduct monthly inspections during the 3rd or 4th week of each month, annual inspections in October, and triennial inspections also in October without time constraints. - Provide preventative maintenance as needed based on monthly inspection reports. - Ensure that all work is performed by properly licensed and certified UST technicians directly employed by the contractor. Period of Performance The contract period begins on September 1, 2026, and ends on August 31, 2027. There are options to extend the contract for additional periods up to four years.
