Background

The City of Phoenix, through its Water Services Department, is issuing this Invitation for Bid (IFB-26-0359) for the procurement of Air Compressors, Dryers, Parts, and Services. The goal of this contract is to establish a five-year agreement for the purchase and delivery of new stationary air compressors and dryers, as well as maintenance and repair services for these systems. These systems are critical for operations within the Department’s Wastewater Treatment and Water Production facilities.

Work Details

The contractor will provide: 1. New stationary air compressors and dryers from preferred manufacturers including Atlas Copco, Kaeser, Sullair, Great Lakes, Powerex, Sullivan Palatek, Ingersoll Rand, Quincy, and Zeks. 2. Maintenance services including:

Preventive Maintenance

Inspection of equipment performance; replacement of filters, lubricants, seals; testing and calibration of safety devices; cleaning components; reporting potential issues.

Predictive Maintenance

Advanced diagnostics such as vibration analysis, thermal imaging, oil sampling.

Remedial and Corrective Repairs

Troubleshooting and fault diagnosis; replacement or repair of defective components. - Emergency Repair Services with a response time of 30 minutes via phone or email and technician on-site within two hours.

Period of Performance

The contract will commence on or about September 1, 2026, with a term lasting five years without options for extension.

Place of Performance

Services will be performed at various locations associated with the City of Phoenix Water Services Department.

Bidder Requirements

Offerors must have been in operation for a minimum of five years providing similar goods or services. They must possess all valid certifications and/or licenses required by federal, state or local laws at the time of submittal. Additionally, Offerors must comply with all applicable Federal, State and local health, environmental and safety laws.
