Background

Pinal County is issuing this Request for Proposal (RFP) on behalf of the Pinal County Public Health Service District (PCPHSD) to secure clinic staffing services. The PCPHSD serves as a critical healthcare safety net, providing essential public health services, including family planning and communicable disease prevention, to residents across Pinal County. The goal of this contract is to ensure consistent and adequate medical coverage at various clinic locations throughout the county.

Work Details

The contractor will provide staffing services through independent Registered Nurse Practitioners (NPs), Registered Nurses (RNs), Licensed Practical Nurses (LPNs), and Certified Medical Assistants (CMAs) at eight clinic locations in Pinal County. Services include: - Reproductive health services, immunizations, health education, and wellness prevention. - NPs will conduct gynecologic exams, physical exams, breast exams, pelvic exams, and manage contraception. - RNs and LPNs will administer immunizations and perform tests related to reproductive health. - CMAs will provide clerical support, assist with patient care, obtain vital signs, and perform STI screenings under supervision. Contractors must maintain licensure and certifications as required by Arizona law.

Period of Performance

The contract will commence on September 1, 2026, and remain in effect through August 31, 2027. There is an option to renew for four additional one-year periods.

Place of Performance

Services will be performed at various clinic locations throughout Pinal County including Apache Junction, Casa Grande, Coolidge, Eloy, Maricopa, Oracle, San Tan Valley, and Superior.

Bidder Requirements

Contractors must possess a current valid professional license issued by the Arizona State Board of Nursing for all nursing staff assigned to the contract. They must also have CPR certification and pass a comprehensive criminal background check. Contractors are required to maintain registration in the federal System of Award Management (SAM) and obtain a Unique Entity Identifier (UEI). Additionally, contractors must comply with local residency requirements; personnel assigned must live within Pinal County or the Phoenix/Tucson Metro Area.
