Background

The West Virginia Department of Health, Bureau for Public Health, Office of Maternal, Child and Family Health is seeking proposals for the continuation of the Pediatric Birth Scoring-Developmental Risk Screening and Newborn Hearing Screening Systems. This program is a legislatively mandated statewide population-based surveillance system aimed at identifying newborn infants at risk for post-neonatal mortality, debilitating conditions, and developmental delays. The program is currently administered by the West Virginia University School of Medicine, Department of Pediatrics in coordination with the Office of Maternal, Child and Family Health.

Work Details

The contractor will administer a statewide population-based surveillance system to identify newborn infants at risk for hearing impairment, developmental delay, critical congenital heart disease (CCHD), and preventable causes of mortality in the post-neonatal period. Specific activities include: - Recruiting and providing technical assistance to all West Virginia birthing facilities; - Ensuring compliance with screening mandates; - Notifying OMCFH of changes affecting operations; - Training staff on birth score reporting; - Maintaining a Medical Advisory Board; - Conducting site visits; - Reporting quarterly activities; - Maintaining financial management systems; - Collaborating on data sharing; - Implementing Neonatal Abstinence Syndrome reporting; - Ensuring confidentiality; - Participating in epidemiologic studies; and - Contributing to quality improvement efforts.

Period of Performance

The contract will be performed from July 1, 2026, through June 30, 2027.

Place of Performance

The services will be performed statewide across all birthing facilities in West Virginia.

Bidder Requirements

Eligible applicants are limited to the West Virginia University Department of Pediatrics as per West Virginia Code of State Rules. The proposal must include a detailed line-item budget and budget narrative, a Sub recipient Information Form signed by an authorized agency representative, and a Grantee Contact List. The Grantee is responsible for all work performed under the agreement and may enter into sub-agreements with prior written consent from the State.
