Summary (Newest Update)

Background The Federal Bureau of Prisons, specifically the Federal Correctional Institution in El Reno, Oklahoma, is seeking to acquire dairy items for the 4th quarter of fiscal year 2026. The contract aims to ensure a consistent supply of milk products that meet specific quality and safety standards for use within the institution. The agency's mission includes providing essential services and maintaining the health and welfare of inmates. Work Details The contract includes the delivery of the following items: 1. Whole Milk, Half Pints (30,000 each): - Dairy, Milk, Pasteurized, No Flavor. - Packaging: 236.6 ml (8 fl oz) aseptic package or plastic bottle. - Must comply with 21 CFR§131.110. 2. Whole Milk, Gallons (6,500 each): - Dairy, Milk, Pasteurized, No Flavor. - Packaging: 5-gallon containers for milk dispensers. - Must comply with 21 CFR§131.110. All deliveries must be palletized and adhere to strict temperature controls: non-frozen perishable foods must be delivered between 34°F and 40°F; frozen foods must be delivered at 0°F or below. Any products indicating prior thawing will be refused. Deliveries are accepted Monday through Friday between 7:00 AM and 2:00 PM, excluding federal holidays. Period of Performance July 06, 2026 - September 29, 2026 Place of Performance Federal Bureau of Prisons, FCI El Reno, 4205 US Hwy 66 West, El Reno, OK 73036 Bidder Requirements Bidders must ensure compliance with all specifications outlined in the solicitation. Vendors who fail to meet delivery schedules or specifications will be removed from future awards indefinitely. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, with Brothers Produce of Dallas awarded multiple prior milk delivery contracts for FCI El Reno in FY 2025–2026, including $21,811 (07/01/25–09/30/25) and $21,311 (01/06/26–03/31/26), as well as $21,310 (10/01/25–12/31/25). The prior awards specifically cover milk for the inmate population at FCI El Reno and align with the current requirement to deliver pasteurized whole milk in specified packaging with strict temperature controls and palletized delivery. The recurring quarterly milk procurement suggests the FY 2026 4th quarter effort is a continuation of the same institutional dairy supply need.
