Elyria City Project or Service Acquisition

Background

The City of Elyria is seeking a consultant for the preparation of construction contract plans for new sidewalks and a shared-use path along SR-301 and Burns Road in Lorain County. The project aims to enhance pedestrian access and safety in the area, aligning with the city's mission to improve infrastructure and community connectivity.

Work Details

The consultant will provide the following services: - Preparation of construction contract plans for new sidewalks/shared use paths on SR-301 from Antioch Drive to Briar Lake Drive and Burns Road from Abbe Road to Gulf Road, covering approximately 1.11 miles. - Extension of an existing culvert or construction of a pedestrian bridge over an unnamed ditch. - Design services including bicycle facilities enhancement, non-complex roadway design, complex right-of-way plan development, environmental document preparation (CE and Section 4(f)), ecological surveys, waterway permits, regulated materials review, public involvement activities, right-of-way acquisition services (including project management, title research, appraisal, negotiation, and closing), and compliance with financial management system evaluation requirements. - The estimated construction cost is $1,119,490.00.

Period of Performance

The plans are expected to be completed within eighteen (18) months from the date of authorization anticipated in July 2026.

Place of Performance

The project will be performed in Elyria, Lorain County, Ohio.

Bidder Requirements

Consultants must be prequalified by ODOT for various categories including engineering and design-related services. Only individuals (not firms) are prequalified for right-of-way acquisition services. The prime consultant and all subconsultants providing engineering and design-related services must meet prequalification requirements in financial management system evaluation.
