Summary: Background The Department of Veterans Affairs, National Cemetery Administration is issuing Solicitation Number 36C78626B0025 for Project Number 884-MR26-007, which involves the repair of sprinkler system pumps and motors at Black Hills National Cemetery located at 20901 Pleasant Valley Drive, Sturgis, SD 57785. The goal of this contract is to ensure the proper functioning of the irrigation system by refurbishing essential components during the winter months when the system is not in use. Work Details The contractor shall provide all management, supervision, labor, equipment, materials, parts, tools, etc., necessary to complete the construction services required to pull and rebuild three pumps and three motors on the sprinkler system. Specific tasks include: 1. Inspecting the cemetery grounds to ascertain necessary work and submitting an 'After Inspection Report' detailing findings and recommendations. 2. Removing, rebuilding, and re-installing three pumps (including one Grundfos model 40S and two American Turbine model 10H60-8) and three motors (including one Grundfos model 40S and two 50 hp US Electrical Motors). 3. Performing mechanical and electrical inspections on pumps and motors; cleaning parts; dipping/baking stators; balancing rotors; installing bearings; reassembling; conducting post-testing; and painting. 4. Utilizing a crane for the removal and reinstallation of pumps and motors. 5. Ensuring all work complies with specifications and includes obtaining necessary permits. 6. Providing a warranty covering all repair workmanship and replacement parts for a period of 12 months. Period of Performance The period of performance for this contract is set for 90 calendar days from the issuance of the notice-to-proceed. Place of Performance All construction work will be performed at Black Hills National Cemetery located at 20901 Pleasant Valley Drive, Sturgis, SD 57785. Bidder Requirements This procurement is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). Bidders must be CVE verified prior to submitting a bid. Contractors must also be registered with a Unique Entity Identifier (UEI) number and verified/certified in SBA site Vets 4212 at the time of offer submission. A payment bond is required for projects costing greater than $35,000 and a performance bond is required for projects costing greater than $150,000.
