ELEVATOR PM&R SERVICES

Summary (Newest Update)

Background The Kansas City VA Medical Center is issuing a contract for Elevator Preventive Maintenance and Repair (PM&R) Services. The mission of the Kansas City VA is to provide high-quality healthcare services to veterans. The goal of this contract is to ensure the safety and reliability of elevators and dumbwaiters for patients, staff, and visitors at the facility. Work Details The contractor will provide professional Elevator Mechanic services, including: 1. Annual testing and inspections for all elevators and dumbwaiters as defined in the Performance Work Statement (PWS). 2. 5-year testing and inspections as specified in the PWS. 3. Quarterly maintenance services as outlined in the PWS. 4. Emergency and non-emergency service calls, with a 2-hour on-site response time for emergencies and within 24 hours for non-emergencies. 5. Coordination with the Contracting Officer's Representative (COR) for scheduling maintenance to minimize disruption to medical center operations, typically during regular working hours (7:00 am - 4:30 pm, Monday through Friday). 6. Provision of all necessary tools, materials, labor, supervision, and specialized test equipment to perform inspections, testing, maintenance, and service according to ASME A17.1 and A17.2 standards. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Kansas City VA Medical Center at 4801 East Linwood Blvd., Kansas City, MO, and Honor Annex Outpatient Clinic at 4251 Northern Ave., Kansas City, MO. Bidder Requirements Contractors must possess necessary licenses and certifications for elevator testing and inspections. They should have documented experience on projects of similar size and magnitude as that of the Kansas City VA Medical Center. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for elevator inspection services, with Southco Services identified under 36C24923A0020 (04/07/23–03/31/28) valued at $253,250. That prior work involved on-call elevator acceptance testing for newly installed or modified elevators/dumbwaiters/wheelchair lifts and periodic inspections, including semi-annual, annual (Category 1 and 3), and five-year (Category 5) testing, with the contractor directing/witnessing inspections performed by the elevator maintenance contractor. The current KC VAMC requirement similarly calls for annual and five-year testing/inspections plus quarterly maintenance and emergency/non-emergency service calls in accordance with ASME A17.1/A17.2, indicating continuity in the scope of elevator testing and compliance activities.
