Background

The Agency of Human Services, Department for Children and Families in Vermont is seeking to establish contracts for the Post Permanency Support Program (PPSP). This program aims to provide services to families formed through adoption and guardianship, addressing needs related to early trauma, attachment, and normative adoption/permanency themes. The goal is to support these families through comprehensive, in-home services that are trauma-informed and adoption/guardianship competent.

Work Details

The contractor will provide a range of services including: 1. In-home support primarily delivered to parents as the main therapeutic support for children. 2. Adjusted parenting education, developmental trauma education, advocacy, assistance with school issues, kinship support, and consultation regarding birth parent contact/involvement. 3. Participation in treatment teams and coordinated service plan meetings as needed. 4. Establishing support groups for families within each AHS district catchment area. 5. Ensuring professional clinical supervision for PPSP service providers with regular reviews of individual plans of care by licensed mental health practitioners. 6. Utilizing the PPSP Assessment Tool within 90 days of service initiation and annually thereafter to assess family needs.

Period of Performance

The contract period will begin on October 1, 2026, and will last for one year with an option to renew for up to four additional twelve-month periods.

Place of Performance

Services will be provided throughout Vermont in various AHS district catchment areas.

Bidder Requirements

Bidders must comply with specific requirements including: - Maintaining a waitlist of no more than five families. - Employing at least one PPSP service provider per AHS District. - Ensuring ongoing professional development for staff. - Participation in state training sessions. - Adherence to worker classification compliance requirements as outlined in Section 32 of The Vermont Recovery and Reinvestment Act.
