Summary: Background The U.S. Army Corps of Engineers is issuing this solicitation to award a Fixed Price Construction Contract for Design-Bid-Build (DBB) services for the P-1550 SOF Marine Raider Battalion Company & Team Facilities at the Marine Corps Base in Camp Lejeune, North Carolina. The goal of this contract is to construct various facilities that will support the operations of the SOF Marine Raider Battalion, enhancing their operational capabilities and readiness. Work Details The contractor will be responsible for the construction of multiple facilities totaling approximately 73,400 square feet (6,815 SM) for Battalion Operations, Supply, Communications, and Intelligence; 127,200 square feet (11,812 SM) for Company Headquarters and Team Facilities; and 17,600 square feet (1,635 SM) for Company Storage Buildings. Additional tasks include constructing miscellaneous supporting structures, utilities, parking areas, roadways, pedestrian ways/sidewalks, and site work at Stone Bay. The buildings will be single-story steel frame structures featuring brick veneer over metal studs, standing seam metal roofs, metal soffits, and translucent wall panels. Special construction features include pile foundations, surcharged sites, wetlands mitigation efforts, and implementation of stormwater best management practices. Place of Performance All construction activities will take place at the Marine Corps Base in Camp Lejeune, North Carolina. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity under the Navy’s multiple-award large general construction vehicles for work at MCB Camp Lejeune and MCAS Cherry Point, with awardees including Whiting-Turner Contracting Company ($336,320,322), Sauer Construction ($258,481,449), RQ Construction ($249,707,925), Archer Western Federal JV ($86,757,780), and Ameresco ($55,893,510) covering 03/27/20–12/31/26. The prior awards are described as large general construction projects at the same installation(s), and the current DBB scope (single-story steel frame facilities with brick veneer and standing seam roofs plus site utilities/roadways and special features such as pile foundations, wetlands mitigation, and stormwater BMPs) is consistent with a continuation of facility construction work in the same geographic area.
