Background

The Region I East Texas Regional Water Planning Group (ETRWPG) is tasked with preparing and adopting a regional water plan for 20 counties in East Texas, mandated by Senate Bill 1 (SB 1) from the 75th Texas Legislature. The Texas Water Development Board (TWDB) oversees the statewide water planning program to ensure that the water needs of Texans are met for the next 50 years. The ETRWPG will hire a consultant to assist in developing various components of the regional water plan, including engineering, hydrological, environmental, legal, and institutional aspects.

Work Details

The contract involves providing professional engineering and planning services related to regional water planning activities. Although a specific Scope of Work (SOW) has not been approved yet, applicants must demonstrate their capability to perform services under TWDB regulations and guidance. This includes collecting and analyzing data on regional water supplies and demands, identifying threats to agriculture and natural resources, prioritizing water management strategies, facilitating public input opportunities, and preparing a draft report for review before finalizing the plan. The consultant will also need to ensure compliance with TWDB's guidelines regarding regional water planning.

Period of Performance

The contract period is expected to align with the legislative appropriations for regional water planning activities, which may span multiple funding biennia. Specific dates for project milestones will be established once the SOW is finalized.

Place of Performance

The geographic area covered by this contract includes all or parts of twenty counties in East Texas: Anderson, Angelina, Cherokee, Hardin, Henderson, Houston, Jasper, Jefferson, Nacogdoches, Newton, Orange, Panola, Polk, Rusk, Sabine, San Augustine, Shelby, Smith, Trinity and Tyler.

Bidder Requirements

Consultants must provide evidence of being licensed to offer professional services in Texas. They should submit a Statement of Qualifications (SOQ) that includes their legal name, firm details including size and services offered, contact information for key personnel, and proof of insurance coverage. Additionally, firms are encouraged to collaborate with other firms to enhance expertise.
