THIS IS A TOTAL 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified as an SDVOSB on the SBA's MySBA Certifications website at https://certifications.sba.gov/ and be able to be verified on the SBA's Small Business Search website at https://search.certifications.sba.gov/. Only bids from verified SDVOSB's at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. The applicable North American Industry Classification System (NAICS) code is 238220, Plumbing, Heating and Air Conditioning Contractors, with the applicable small business size standard of $19 Million. In accordance with VAAR 819.7003(b), bidders must represent to the Contracting Officer that it is a small business concern under the NAICS code assigned to this acquisition. In accordance with VAAR 836.204 the magnitude of construction for this project is between $25,000 and $100,000. The Department of Veterans Affairs (VA), Iowa City VA Health Care System (ICVAHCS), intends to issue an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 (Sealed Bidding) and 36 (Construction and Architect-Engineer Contracts) of the Federal Acquisition Regulation (FAR). Network Contracting Office 23 (NCO23) intends to award a single, firm fixed-price contract for completion of construction Project Number: 636A8-26-001, Install Sediment Filter System at the Iowa City VA Health Care System, located in Iowa City, Iowa. An IFB is planned to be issued on or about May 29, 2026, with an award date within 60 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the solicitation. The Iowa City VA Health Care System has a requirement to install a cold-water Sediment Filtration System between the City domestic supply and the facility's distribution infrastructure. The installation will include, but is not limited to, the installation of a VA-provided LiquiTech brand (Model LFSKID-4XLP-2) Sediment Filtration System, as well as providing all required piping, valves, hardware, etc. necessary for proper installation. Bypasses will also be installed by the contractor so that future maintenance can be performed on the completed Sediment Filtration System without disrupting the domestic cold-water supply to the facility. The contractor will also install a flush line into a VA-provided drain buffer tank and a flush manifold drain into a floor drain. The contractor will be required to provide all of the above listed items as well as all other tools, equipment, labor, and supervision necessary to complete the project in accordance with general industry standards, project drawings and the Statement of Work. The Period of Performance (PoP) for this work is sixty (60) calendar days from issuance of a Notice to Proceed (NTP) and is non-negotiable. A Notice to Proceed date/issuance will be coordinated between VA and Contractor following award. The IFB (solicitation), consisting of various bid documents, specifications, drawings, forms, etc. will be available for download at System for Award Management (SAM) Contract Opportunities (https://sam.gov/content/opportunities).
