The County of Charleston is seeking proposals for the operation and maintenance of its Materials Recovery Facility (MRF) located on Palmetto Commerce Parkway in North Charleston, South Carolina. The MRF is a key component of the County's recycling program, serving approximately 120,000 single-family residential properties and various commercial entities. The goal of this contract is to ensure efficient processing and management of recyclable materials collected through the County's recycling services.
The contractor will be responsible for all aspects of managing, staffing, equipping, operating, and maintaining the County MRF. Key responsibilities include: - Receiving and processing all recyclable materials; - Storing, shipping, and marketing recovered materials; - Loading contamination and residue into designated vehicles; - Recruiting and training personnel; - Performing maintenance and repairs on equipment; - Maintaining records and providing reports to the County. The contractor must accept deliveries of program recyclables from various vehicles, maintain a turnaround time of 25 minutes for unloading, and ensure that all operations are conducted within the facility during non-operating hours. Additionally, the contractor will be responsible for marketing recovered materials and remitting revenue shares to the County.
The contract period will begin upon execution of the contract and will continue for a specified duration as outlined in the final agreement.
