Background

Opportunity Home San Antonio, a public housing agency established in 1938, is seeking proposals for various security services to enhance safety across its properties. The agency manages over 6,300 public housing units and administers rental assistance for nearly 12,000 privately owned rental units. Their mission includes providing safe and affordable housing while ensuring compliance with federal regulations and fostering economic opportunities for low-income individuals.

Work Details

The contract will involve providing comprehensive security services including fire watch, mobile patrols, and security guard posts as needed. The contractor must supply qualified personnel such as SAFFE officers and peace officers. Services are to be performed on a scheduled and as-needed basis, ensuring a sustainable and safe environment throughout Opportunity Home and its affiliated communities. Respondents must demonstrate experience in providing similar services to governmental entities or housing authorities.

Period of Performance

The contract is expected to commence upon approval in August 2026 and will be structured as a firm fixed contract with options to extend for up to four additional one-year periods at the discretion of Opportunity Home.

Place of Performance

Services will be performed at various locations managed by Opportunity Home San Antonio, primarily within the city of San Antonio, Texas.

Bidder Requirements

Respondents must comply with Texas Administrative Code regulations pertaining to the Private Security Bureau and possess a valid license from the Texas Private Security Bureau. They should have at least three years of experience in providing security services, maintain sufficient personnel for coverage during emergencies, and have the capability to provide TCOLE licensed peace officers. Additionally, they must submit a plan for utilizing small and local businesses as part of their proposal.
