Expanding Farm to School in Massachusetts

Background

The Massachusetts Department of Elementary and Secondary Education (DESE) aims to enhance farm to school and early education programs across Massachusetts. The primary goal is to support Child Nutrition Program (CNP) operators in successfully implementing farm to school initiatives and expanding food literacy in collaboration with DESE staff.

Work Details

The contract involves providing professional development and technical assistance to CNP operators, educators, farmers, and stakeholders in the local food system. Key services include: 1) Individual and group technical assistance for public K-12 school districts and early care sites; 2) Professional learning opportunities related to farm to school; 3) Promotion of awareness for programs like the FRESH Grant; 4) Implementation of local purchasing programs and campaigns; 5) Coordination of technical assistance for FRESH Grant applicants; 6) Evaluation of the FRESH Grant Program's impact with annual reporting; 7) Development of marketing materials to promote local food investments.

Period of Performance

The contract will commence upon approval and is expected to run until June 30, 2027, with options for two additional one-year renewals through June 30, 2029.

Place of Performance

The services will be performed throughout Massachusetts, specifically targeting public K-12 schools, independent schools, early care sites, and associated Child Nutrition Programs.

Bidder Requirements

Bidders must demonstrate no conflict of interest, provide evidence of expertise in farm to school programming, familiarity with USDA regulations, and experience working with diverse educational institutions. Additionally, bidders must submit a Supplier Diversity Program Plan committing at least 1% to subcontractors.
