CDBG - Minor Rehab - Guerrero

Background

The City of Lubbock's Community Development department is issuing an Invitation to Bid (ITB) for minor rehabilitation work on a single-family residential home located at 1519 18th St, Lubbock, TX. The goal of this contract is to provide necessary repairs and improvements to ensure the home meets safety and livability standards. This project is part of the Community Development Block Grant (CDBG) program aimed at enhancing housing conditions for residents.

Work Details

The contractor will be responsible for a comprehensive range of rehabilitation tasks including: 1. Roof Replacement: Removal of existing roofing down to the decking, replacement of damaged decking (up to 200 SF), installation of new shingles selected by the homeowner, and ensuring all roof penetrations are properly sealed. 2. Window Replacement: Removal and replacement of specified windows with Low-E double-pane insulated glass windows, ensuring compliance with safety glazing requirements. 3. Door Replacement: Installation of new front and back entry doors with specified hardware and finishes, ensuring proper insulation and security features. 4. Interior Repairs: Installation of blown-in insulation in the attic, ensuring compliance with clearance requirements around heat sources. 5. Lead-Based Paint Management: All work must comply with lead-safe practices due to the age of the home (built in 1929). This includes stabilization of lead-positive paint areas by trained personnel and clearance testing post-renovation.

Period of Performance

The work must commence within 2 weeks from the date of the Notice to Proceed and be completed no later than 8 weeks from the start date.

Bidder Requirements

Bidders must be licensed contractors registered with the City of Lubbock and comply with all local ordinances and code requirements. They must also provide proof of RRP certification for lead-safe work practices, submit a Non-Collusion Affidavit, Suspension and Debarment Certification, and complete a Conflict of Interest Questionnaire as part of their bid submission.
