Background

The Rockwood School District, located in Eureka, Missouri, is the largest K-12 public school district in St. Louis County and the third largest in Missouri. It serves approximately 19,500-20,000 students across 29 schools with about 3,500 staff members. The District's mission is to provide a safe and effective learning environment. This solicitation aims to enhance the District's email security by providing an advanced email security solution that layers on top of their existing Google Workspace for Education environment. The primary objective is to detect and prevent phishing attacks, business email compromise (BEC), and related email-based threats that bypass Google's native security controls.

Work Details

The selected vendor will provide an advanced email security solution focused specifically on anti-phishing detection capabilities. Key requirements include: 1. Advanced phishing detection that identifies phishing emails passing through Google Workspace's filters. 2. Intent-based analysis to evaluate email content for attacker intent. 3. Detection of threats from compromised internal accounts. 4. Analysis of malicious attachments and links. 5. Pre-delivery quarantine of detected threats before they reach user inboxes. 6. Detailed investigation views for flagged emails accessible from a central console. 7. Retroactive remediation capabilities for post-delivery threats. 8. Integration via Google Workspace APIs without requiring MX record changes or impacting existing compliance rules. 9. Compliance with FERPA requirements for handling student data and maintaining US data residency.

Period of Performance

The anticipated contract term is one year with options for three additional years, commencing on July 17, 2026.

Bidder Requirements

Vendors must be registered on the Rockwood School District Euna Procurement portal to submit proposals. They must provide a Certificate of Good Standing and demonstrate compliance with FERPA regulations regarding student data handling.
