Background

The Office of Management and Enterprise Services (OMES) Central Purchasing Division is seeking proposals on behalf of the Oklahoma Water Resources Board (OWRB) to assist with the Clean Watershed Needs Survey (CWNS) for 2027. The OWRB is responsible for managing the Clean Water State Revolving Fund (CWSRF) and must collect CWNS data from various communities and utilities across the state. This contract may also be designated for use as a statewide contract.

Work Details

The contractor will perform the following tasks: 1. **Validation (July 1, 2026 - October 1, 2026)**: Review and confirm or correct flow data from the previous survey. 2. **Ongoing Coordination (July 1, 2026 - October 1, 2027)**: Conduct monthly virtual meetings with OWRB and ODEQ staff, provide monthly progress reports, and optionally hold up to two meetings with other interested parties. 3. **Data Collection (January 1, 2027 - October 1, 2027)**: Collect Needs data from responding entities and distribute the Small Communities Form to small communities. 4. **Community Engagement (January 1, 2027 - October 1, 2027)**: Initiate contact with all entities for Needs via email and phone calls, follow up with non-responsive entities using an OWRB-assigned email address and phone number, ensuring data capture for Municipal Separate Storm Sewer Systems communities. 5. **Submission (January 1, 2027 - October 1, 2027)**: Submit collected data to EPA’s Data Entry Portal by the specified deadline.

Period of Performance

The contract will be performed from July 1, 2026 to October 1, 2027.

Place of Performance

The work will be conducted throughout Oklahoma as required by the project.

Bidder Requirements

Bidders must comply with specific certifications including being registered with the Oklahoma Secretary of State if applicable. Additionally, bidders must provide proof of compliance with the Oklahoma Administrative Workers’ Compensation Act and may need to submit a Certificate of Insurance.
