Background

The Board of County Commissioners of Escambia County is seeking professional lobbying services to assist the County in matters before the Florida Legislature, state and federal officials, and administrative agencies. The goal is to secure legislation and funding for programs and projects identified as priorities by the County.

Work Details

The Consultant will represent the County before various governmental bodies including the Governor, Cabinet/Constitutional Officers, Florida State Legislature, U.S. President and Cabinet, and federal agencies. Responsibilities include: - Communicating monthly progress reports to the County Administrator. - Alerting the County of pending appropriations or actions impacting funding. - Advocating for beneficial legislation and opposing harmful measures related to Medicaid, criminal justice, environmental issues, transportation funding alternatives, economic development incentives, health insurance, and preemptions causing revenue loss. - Establishing meetings with key officials to facilitate information exchange. - Providing weekly updates during legislative sessions and a monthly summary in non-session months. - Traveling to meet with County staff twice a year for legislative issue follow-up.

Period of Performance

The contract will commence upon execution by both parties and extend for a period of thirty-six (36) months. It may be renewed for two additional twelve (12) month periods upon mutual agreement.

Place of Performance

Services will primarily be performed in Pensacola, Florida, with travel required to meet with state and federal officials as necessary.

Bidder Requirements

Bidders must demonstrate qualifications including experience representing large county governments at various levels of government. They must provide staff qualifications, relevant experience with public entities, a technical approach to lobbying processes, and compliance with all applicable laws. Additionally, bidders must not be on any debarred vendor list.
