Background

The Alameda-Contra Costa Transit District (AC Transit) and the San Francisco Bay Area Rapid Transit District (BART) are seeking proposals from qualified firms to provide the East Bay Paratransit Consortium (EBPC) with a Paratransit Coordinator. This position is essential for overseeing the EBPC program, which was established to provide paratransit services as mandated by the Americans with Disabilities Act (ADA) of 1990. The EBPC serves communities in Western Contra Costa County and Alameda County, covering eleven municipalities over approximately 400 square miles. The contract aims to ensure compliance with regulatory standards and enhance service delivery for individuals with disabilities.

Work Details

The Paratransit Coordinator will be responsible for: 1. Oversight and monitoring of daily operations of the Broker and Service Providers to ensure compliance with contract specifications, Paratransit Plans, and ADA regulations. 2. Review, validation, and auditing of invoices; inspection of files for compliance; handling complaints; recommending improvements for customer satisfaction; and identifying operational efficiencies. 3. Maintaining a centralized set of project-related documents in both electronic and paper formats, including a plan for record storage developed within the first 3-5 months post-award. 4. Analyzing operational data and providing monthly reports to EBPC Project Management staff.

Period of Performance

The contract will have a base term of three years, with options for two additional one-year extensions.

Place of Performance

Services will be performed within the geographic areas served by AC Transit and BART, specifically in Western Contra Costa County and Alameda County.

Bidder Requirements

Proposers must demonstrate at least five years of experience providing Paratransit Coordinator Services, possess knowledge of applicable regulations, have an adequate accounting system for federally-sponsored contracts, and maintain necessary professional licenses throughout the contract duration. Proposers are encouraged to include small business participation but there is no specific SBE goal for this contract.
