Background The solicitation is issued by the Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) under the Commercial Solutions Opening (CSO) Call CSO003 for PEO Maritime. The goal of this contract is to enhance or develop combat diving equipment through collaboration with Original Equipment Manufacturers (OEMs), focusing on innovative technology and agile acquisition processes to meet the needs of Special Operations Forces (SOF). Work Details The contractor will perform various tasks including: acting as a liaison between the Government and OEMs to enforce configuration requirements; providing technical data rights based on funding sources; delivering detailed documentation such as Bill of Materials (BOM) and Safety Data Sheets (SDS); ensuring quality control through Objective Quality Evidence (OQE); collaborating with OEMs to develop navigation, propulsion, communications, environmental protection, and life support systems for combat divers; demonstrating knowledge of underwater acoustics; and providing examples of past successes in these areas. Specific requirements include: - Navigation: Collaborate with OEMs to procure navigation equipment and integrate devices for combat diving needs. - Propulsion: Develop propulsion equipment and implement design changes for COTS equipment. - Communications: Provide acoustic and optical underwater communications solutions. - Environmental Protection: Address diver thermal regulation and protection from contaminated water and dangerous marine life. - Life Support Systems: Develop rebreathers and provide maintenance training. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on H9240522C0003 awarded to 6fathoms Consulting (valued at $13,339,458 for 01/26/22–01/25/27). That prior effort provided test and evaluation support for USSOCOM undersea systems, including developing and fielding dry combat submersibles with diver lock-in/lock-out capability and supporting engineering change proposals and acquisition planning for follow-on DCS efforts. The current CSO003 focus on combat diving equipment development and integration of navigation, propulsion, communications, environmental protection, and life support systems aligns with the earlier work’s emphasis on undersea mobility systems for NSW forces and iterative technology baseline/evaluation activities.
