Background

The Hillsborough County Water Resources Department (WRD) is initiating the One Water Program to address both short-term and long-term water and wastewater needs in the South-Central Service Area. This program aims to provide a sustainable and resilient approach to meet these needs. A significant part of this initiative is the One Water – South Wastewater Conveyance and Treatment Project, which includes constructing an advanced wastewater treatment facility, a super lift station, large-diameter force mains, and reclaimed water mains. The project is currently in various stages of design, permitting, and construction under a Progressive Design-Build delivery method.

Work Details

The selected firm will provide Construction Engineering and Inspection (CEI) services primarily focused on the One Water Campus Advanced Wastewater Treatment Facility. Responsibilities include: 1. General construction administration and observation services. 2. Daily observation of construction activities with reports submitted to the County’s Construction Manager. 3. Coordination with the Quality Control Manager of the Progressive Design Builder (PDB) team. 4. Monthly checks of Project As-Built/Record Drawings. 5. Review PDB Team’s testing plans for compliance with contract documents. 6. Provide independent specialty inspection services as needed. 7. Perform independent materials testing such as soil density and concrete strength. 8. Contract compliance monitoring, change management support, and construction administration duties including participation in progress meetings, monitoring schedule progress, assisting with change management documentation, and reviewing pay applications.

Period of Performance

The project is anticipated to be completed in multiple phases, with initial construction of the Advanced Wastewater Treatment Facility expected to finish by Q4 2028 and final completion by Q4 2030.
