The Public Works Department of Escambia County is seeking vendors for the procurement of milled asphalt, specifically Reclaimed Asphalt Pavement (RAP), to support County road maintenance and construction operations. The goal is to enhance the County's stockpile of milled asphalt for efficient response to various road maintenance needs.

Work Details

Vendors are required to supply milled asphalt (RAP) that meets the quality standards set by the Florida Department of Transportation (FDOT) Standard Specifications. The specific requirements include: - RAP must consist of asphalt pavement material removed by milling or crushing existing asphalt surfaces. - The material must be free from contaminants such as soil, clay, vegetation, metal, concrete, or other debris. - The maximum allowable particle size is 4 inches unless otherwise approved by the County. - RAP must be uniformly graded and suitable for reuse in asphalt mixtures or as a base material. - The material should not contain excessive moisture and must be capable of being stockpiled without excessive clumping. - Consistent gradation and typical Florida roadway binder content must be maintained. - Stockpiles must be kept clean to prevent contamination. The County anticipates purchasing approximately 30,000 tons of milled asphalt over the life of the contract.

Period of Performance

The contract will commence upon execution by both parties and will extend for a period of thirty-six (36) months. There is an option to renew for two additional twelve (12) month periods, totaling a maximum of sixty (60) months.

Place of Performance

The materials will be picked up by the Public Works Department from the vendor's location within Escambia County.

Bidder Requirements

Bidders must provide evidence of their authority and qualification to operate in Florida, including a state contractor license number if applicable. They are also required to submit proof of insurance coverage as specified in the solicitation documents. Additionally, bidders must comply with all applicable federal, state, and local laws including licensing requirements and E-Verify registration.
