Background

Howard County, Maryland is seeking a qualified contractor to provide on-call heavy equipment rental services. The primary goal of this contract is to ensure the availability of essential heavy construction equipment, specifically Caterpillar (CAT) loaders and excavators, for various county projects. This initiative aligns with the county's mission to maintain and improve public infrastructure efficiently.

Work Details

The contractor will furnish on-call heavy equipment rental services, including but not limited to: Caterpillar (CAT) loaders and excavators as detailed in the line items tab of the eProcurement system. Contractors must have a minimum of three years' experience in renting heavy construction equipment. The rental equipment must include CAT Fusion Couplers for compatibility with County-owned tools. All rentals will be inspected upon delivery for defects. The contractor is responsible for providing a list of rental equipment type, serial number, make, model, year, and cost for insurance purposes. Additionally, the contractor must replace any inoperable equipment within 24 hours and notify the County two weeks prior to pick-up of rented equipment.

Period of Performance

The contract period will commence on or about December 1, 2026, for one year with an option to renew for five additional one-year periods at the discretion of Howard County.

Place of Performance

The rental services will be performed at various locations within Howard County, Maryland including: Cooksville Maintenance Facility, Dayton Maintenance Facility, Mayfield Maintenance Facility, Alpha Ridge Landfill, and Bureau of Utilities.

Bidder Requirements

Contractors must have been actively engaged in renting heavy construction equipment for no less than three years. They must also provide proof of insurance covering damage and theft while the equipment is in the County's possession. The contractor must comply with all applicable laws and regulations regarding performance under this agreement.
