Howard County, Maryland intends to establish on-call contracts with qualified firms to provide traffic and transportation engineering services on an as-needed basis. The goal of this contract is to ensure that the County can efficiently address its traffic and transportation engineering needs while adhering to its Complete Streets Policy.
The Consultant will provide a range of traffic and transportation engineering services, including: 1. Prepare engineering designs consistent with the County’s Complete Streets Policy, including shared-use paths, bicycle lanes, sidewalk connections, and pedestrian crossing improvements. 2. Provide design, analysis, and evaluation of traffic calming measures such as speed humps, raised crosswalks, chicanes, curb extensions, and mountable truck aprons. Services will include before-and-after construction analyses. 3. Prepare designs for traffic signal projects including as-built plans and cost estimates. 4. Perform traffic engineering studies including signal warrant analyses, stop sign warrant analyses, roundabout analyses, parking evaluations, and intersection level of service analyses. 5. Conduct data collection activities such as speed studies and vehicle volume counts. 6. Perform traffic operational analyses to determine level of service and develop coordinated timing plans for existing traffic signal systems. 7. Conduct technical design/review of traffic design plans including signing and pavement marking plans. 8. Provide on-site technical support services as needed.
The Agreement period shall be for one year commencing on or about December 15, 2026, with a renewal option for five additional years in one-year increments at the discretion of the County.
The services will be performed in Howard County, Maryland.
Consultants must comply with all applicable laws and regulations including insurance requirements such as Workers' Compensation Insurance with statutory limits for Maryland jurisdiction; Automobile Liability Insurance with limits of at least $1 million; Commercial General Liability Insurance with combined single limits of $1 million; Professional Liability/Errors and Omissions insurance with policy limits of at least $1 million per claim.
