Background

The State of Hawaii Department of Accounting and General Services, Central Services Division (DAGS/CSD) is seeking proposals for a Computerized Maintenance Management System (CMMS) to manage and monitor state-owned buildings and facilities. The goal is to streamline operations related to maintenance and ensure facilities are safe and operational. The contract will be awarded based on the availability of funds.

Work Details

The contractor will provide all labor, equipment, tools, materials, and transportation necessary to implement the CMMS across the DAGS/CSD portfolio in three phases: - Phase 1 focuses on the Capitol District on Oahu. - Phase 2 covers remaining facilities on Oahu. - Phase 3 includes facilities on Hawaii's neighbor islands. The CMMS must include functionalities such as asset lifecycle tracking, automated work order management, vendor management, budget management, security/encryption measures, mobile access capabilities, offline capabilities, interactive floorplan mapping, and integration with existing systems. The system should also manage various asset types including HVAC systems, electrical systems, plumbing systems, life safety systems, vertical transportation systems, and more.

Period of Performance

The contract term is for thirty (30) months from the start date with an option to extend for up to five additional twelve-month periods upon mutual agreement.

Place of Performance

The services will be performed across various locations in Hawaii including Oahu and its neighbor islands.

Bidder Requirements

Bidders must comply with HRS §103D-310(c), which includes requirements for tax clearance, unemployment insurance, workers' compensation insurance, temporary disability insurance, and prepaid health care act compliance. They must provide proof of compliance through the Hawaii Compliance Express (HCE) system or submit paper certificates if not using HCE. Additionally, bidders must demonstrate experience in providing CMMS solutions similar in nature and volume to this project.
