Background NASA's Goddard Space Flight Center (GSFC) intends to issue a sole source contract to acquire satellite laser ranging (SLR) services from the University of Hawaii. The goal of this contract is to support the NASA Space Geodesy Network (NSGN) by providing essential SLR operations, maintenance, and calibration of the NASA Transportable Laser Ranging System (TLRS-4). This initiative is crucial for producing high-quality data necessary for maintaining the International Terrestrial Reference Frame (ITRF). Work Details The contractor shall provide SLR operations at the TLRS-4 located at Haleakala, Maui, Hawaii, which includes: 1. Laser ranging to approved satellites and range calibration against local ground targets. 2. Electronic transmission of full rate and normal point range data. 3. Verification of equipment function and maintenance of the TLRS-4. 4. Selection and training of qualified technical personnel responsible for operations and maintenance. 5. Utilization of NASA Space Exploration Network Services for logistics support, engineering consultation, and surveying. 6. Staying current on SLR methods and procedures, including potential travel to international workshops on laser ranging. 7. Support for implementation, maintenance, and local operation of new NASA geodetic stations including next generation SLR and GNSS stations as well as a Vector Tie System.
